Slovakia and wasting money on unneeded Microsoft licences

In Slovakia, leading party SMER is directed by financial groups like Juraj Siroky, Penta, Vladimir Poor, Brhel.... Vladimir Poor has companies to sell Microsoft licences. Slovakia buys the enterprise licences. 200e for one license for one pc. There are 80 000pcs. One person checked if those licences are really used and he found out, that 70% of pcs has running Windows XP, this means that on one pc was wasted over 10 years 2000euro. 2000x 60000pc = 120 million euros wasted. And we dont have money to pay teachers - there are strikes because of low income (average teacher nett sallary is 400euro) and for doctors(average sallary for not specialized doctor is 700euro). But we have money for licences that are not needed.
And this is the same in all Europe, where money of people are wasted of friends companies, cartels.
